JOB SUMMARY
Community Service Officers are civilian, non-sworn employees of the Police Department that work in coordination with the patrol and, or the detective bureau performing regularly assigned duties under general orders of the on-duty shift supervisor. Community Service Officers perform limited law enforcement duties, which do not require a sworn officer, as well as support services and community service functions for the Police Department.
________________________ DUTIES AND RESPONSIBILITIES
The following are the performance expectations of the City along with examples of how the expectation relates to the position of a Community Service Officer. This is not an exhaustive list of job responsibilities and therefore, other duties may be assigned:
· Performs limited law enforcement duties: Performs code enforcement duties; engages in animal control activities; performs traffic direction and control duties; collects and processes recovered property; assist motorists; crossing guard duties; funeral escorts; crowd control at civic events; bicycle enforcement; responds to non-criminal citizen requests for service; perform crime prevention duties; assists sworn personnel with investigative tasks; prepares written reports and appears in court when necessary; and actively participates in required training and educational sessions.
· Performs community service functions: Provides medical assistance to injured and ill persons to the extent which they are trained and identifies traffic signs and signals that are not functioning properly.
· Provides support to the Police Department: Provides over-the-counter information to the public; receives money and provide change to citizens for authorized Department activities; provides preventive maintenance on all Department authorized uniforms and personal equipment; provides preventive maintenance on Department squads by way of cleaning and minor maintenance such as adding oil, maintaining tire pressure, checking fluid levels, etc. and pickup and delivery duties for the Department and other City departments/agencies.

Safety
Ensures that all activities are carried out in a safe manner; adhering to all City safety regulations:
· Ensures that the City’s equipment is safely operated and driving laws are obeyed.
· Ensures all regulations pertaining to the safe use of equipment are understood and followed.
· Reports all accidents to the appropriate individual. Follows all policies for reporting, investigating, and follow-up of equipment incidents, or personal injuries.
QUALIFICATION REQUIREMENTS
To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.
EDUCATION AND/OR EXPERIENCE
· Must be at least 18 years of age.
· Must possess lawful permanent residency or U.S. Citizenship.
· Must possess a high school diploma, GED or equivalent
· Must possess a valid Kansas Motor Vehicle Operator’s License.
· Good driving record.
SKILLS AND ABILITIES
· Ability to maintain a professional manner when dealing with the public.
· Ability to respond to complaints and grievances.
· Ability to comprehend, retain and apply City and state policies and legislation, i.e. City ordinances, procedure manuals, etc.
· Ability to operate various types of equipment – standard office equipment, computer and related software. Two-way Radio. Other equipment/apparatus could be required.
LANGUAGE SKILLS
· Ability to communicate effectively with other members of the staff, supervisor, and the public.
· Ability to clearly communicate in English – both written and verbal form.
MATHEMATICAL SKILLS
· Ability to calculate basic mathematical calculations.
REASONING ABILITY
· Ability to respond to complaints and grievances posed by the public.
· Ability to define problems and deal with a variety of situations.
· Ability to think quickly, maintains self-control, and adapt to stressful situations.
· Ability to use good judgment and effectively solve problems.

Physical Environment:
· The duties of this job include physical activities such as stooping, kneeling, standing, reaching, walking, running, lifting and/or move (up to 50 pounds), climbing, grasping, talking, hearing/listening, seeing/observing, and repetitive motions.
Work Environment:
· Work is performed both indoors and outdoors often in cold or inclement weather.
· Work is occasionally performed during all hours of the day and night including on weekends and holidays.
· Performance of some tasks may expose individual to the possibility of physical injury, to hazardous materials and to violent or disturbed individuals.
