JOB DESCRIPTION
EXECUTIVE DIRECTOR

SUPERVISOR: SWKAAA Board of Directors

BASIC FUNCTIONS: Responsible for the day-by-day operations of the Agency.

QUALIFICATIONS:
• A Bachelor’s Degree from an accredited college or university. (Degree in Business Administration or Gerontology is preferred.)
• Seven years management or administrative experience, preferably in public administration, gerontology, or a non-profit agency.
• A valid Kansas driver’s license and the ability and willingness to travel overnight.
• Willingness to work more than a 40-hour work week when necessary.
• The following demonstrated knowledge, skills, and/or abilities (as many as possible):
a. Working knowledge and understanding of budgeting and accounting
b. General knowledge of needs of older persons and individuals with disabilities in the areas of health, social, economic nutrition, and other social determinents
c. General knowledge of the role of social and other service agencies in providing services to the elderly and individuals with disabilities
d. Leadership skills in assisting local groups
e. Ability to speak clearly and effectively, both publicly and one-on-one
f. Ability to express oneself in written communication
g. Ability to develop local resources for program support
h. Ability to supervise a number of employees effectively and fairly
i. Ability to meet established deadlines
j. Ability to establish cooperative working relationships with all appropriate agencies
k. Familiarity with government grants
l. Ability to present a favorable image for the Area Agency on Aging

RESPONSIBILITIES:
• Direct the overall operations of the Area Agency on Aging.
• Conduct all activities under the Older Americans Act, Housing and Urban Development (HUD), KDADS, and KDOC Policies and Procedures.
• Determine the needs and services required to meet those needs of the elderly and individuals with disabilities in the PSA (Planning and Service Area).
• Determine via Board of Directors the Program Objectives for the Area Plan and other grants and programs (utilizing #3 above) and prepare budgets as required.
• Implementation of the Area Plan and other grants and programs.
• Interpret the laws, federal rules, and regulations, state and local policies for the Board of Directors.
• Supervision of all SWKAAA employees.
• Maintain a working knowledge of the Older Americans Act, proper Personnel Procedures, Americans with Disabilities Act Requirements, HUD Section 8 Rent Assistance programs, and all related grants and programs administered by SWKAAA.
• Present programs to various civic and senior organizations as time will allow.
• Provide adequate factual information to the Board of Directors so that they may make informed decisions.
• Provide technical assistance to various senior citizen and civic groups upon request.
• Prepare agendas for Board, Advisory, and Sub-Region meetings and review their minutes.
• Coordinate with KDADS, KDOC, OAA, and Kansas Silver Haired to insure meeting state and federal regulations.
• Coordinate with other Area Agencies on Aging.
• Coordinate with other service organizations for the benefit of the area’s senior citizens and individuals with disabilities (i.e., Home Health Agencies, Social Security and DCF.)
• Coordinate with service provider and establish an effective working relationship.
• See that staff, Board, Advisory, and Sub-Region members receive appropriate training.
• Attend appropriate meetings and trainings.
• Prepare written correspondence for the agency.
• Insure that the Agency fiscal procedures are adequate, well established, and being followed.
• Insure proper records are maintained and reports are submitted on a timely basis.
• Review Employee Handbook, SWKAAA Bylaws and Affirmative Action Plan annually.
• Assist with the administration of various special projects, i.e. hosted by or in cooperation with the Area Agency on Aging.
• Assess the Nutrition Provider on a yearly basis.
• Perform bi-annual assessments at all of the SWKAAA nutrition sites.
• Prepare news releases when necessary.
• Administer the HUD Section 9 Rent Assistance Program according to established rules and regulations.
• Serve as a liaison for activities to civic and social service organizations that enhance the public relations image of the area agency in the City of Dodge City and Southwest Kansas.
• Perform any other duties as required by the Board of Directors to insure an efficient operation.
