Full Description: CITY TREASURER CITY OF SPEARVILLE
POSITION SUMMARY
Under the direct supervision the City Clerk and the direction of the Mayor, the City Treasurer is a non-exempt position under FLSA which performs clerical, administrative and financial duties. This position serves as the city’s Utility Clerk, Code Enforcement and Financial Officer. This position would fulfill the duties of the City Clerk in the Clerk’s absence. This employee should possess excellent communication, organizational and public relation skills.
ESSENTIAL FUNCTIONS
Receipt all monies paid to the city, prepare deposits and deliver to correct bank;
Bank statement reconciliation for all City funds;
Point of contact for various city projects and functions;
Maintain and review all customer utility accounts;
Prepare devices for utility meter reading;
Audit meter readings to ensure accuracy for billing;
Print, distribute and process monthly utility bills;
Prepare adjustments or journal entries to correct ledger balances;
Participate in all annual audits and budget preparation;
Assist with all aspects of payroll processing and reporting;
Answer questions and fill requests for records under the Kansas Open Record Act.
Prepare and complete various state and federal reports as assigned;
Maintain records of city policies, resolutions, ordinances and codes;
Assist in the collection and maintenance of all permits, licenses and licensing requirements for the City of Spearville;
Authorized signer on all checks;
Receive questions, concerns, and complaints from the general public in a professional manner;
Adhere to department policies and procedures;
Monitor the city for code violations, issue notices;
Maintain records and process sales for Silent Land Cemetery;
MARGINAL FUNCTIONS
Update information on community sign, website, official social media;
Serve as Municipal Court Clerk including all reporting and docket management;
Assist Planning and Zoning with notification and information;
Aids other departments as necessary – meter reading, water sampling, animal control, etc.
Maintain cleanliness of City Hall
Attend training and conferences
Perform other duties as deemed necessary or assigned.
